When I am playing a soft synth or sample, there is a very quiet white noise sound that is present. As the sample or synth stops producing sound, the noise winds down. I figured it was the hard drive noise picking up in the sound card but I have tried an external sound card and the sound is still there. It is really faint but sucks for echo & reverbs because it becomes more noticeable.
are you plugging your headphones directly in to your comp?

I have a USB soundcard. I am using ASIO 4 all driver. I have tried changing the settings in the ASIO but it is not changing it.
that's odd. which software are you running? do you have mastering capabilities with compression? compression can squeeze a lot of that "white noise" out.
Raise the buffer or whatever its called. Quack Quack showed me in Fruity Loops that in options, if your raise the buffer, it raises the quality of the music. Find some kind of buffer and see if its still there.

What software are you using? Does it occur with only one program? When did you first notice it?
There's another problem that I've dealt with many times, and that's dirty power. Do you have a really good surge protector? I had a problem once where I had some noise on deeper bass kicks, and it turned out to be a faulty surge protector. It's a great model, but I switched it with another one of the same model, and it was cured! It can also be a power cable or power supply. I can't even count how many crazy, random problems I've worked on that turned out to be the power supply.
If you want some help diagnosing, let me know bro! Wouldn't mind hangin out with ya anyways, it's been waaaay too long... as long as my ankles won't get attacked!

It was a ankle bitin, butt sniffin, people eater.
Wow, you rememer my dog. What a shit.
I have a surge protector, and there is almost zero noise with nothing playing. The noise is more like processor noise. On a reverb tail, the sound winds down and it is almost like there is a gate on the sound card. I should try a better sound card. Its strange though. Its like when the computer is processing sound, its noise increases, then as the sound drifts away, the sound is still present until it stops processing, then it goes silent again. It even chops the sound off if it is just below the gate level.
